For an ATM card the stamp duty is only due if the card is actually used in that year (unlike a credit card). If you haven't used the ATM card/account, you shouldn't have to pay. Bring documentation (bank statement) proving there's been no ATM use to your bank and request a refund.

Does it absolutely have to be laminated? Gloss printing (which Reads definitely does in A0) can look just as good, though it obviously won't be anywhere near as sturdy if what you're preparing is going to be reused.

Could doing this (releasing more of the stored heat by turning up the output dial for a boost) cause the heater to use up more electricity the following night when it's building up heat again, since it's starting from a colder state (less remaining heat)?
