Very good - I honestly hadn't come across this before.

However, it will take a good bit more reading. A quick google followed by clicking on the first likely link to come up resulted in the following

Which seems (at first glance, and without doing further research) to indicate that the Commission backs peoples right to own a dish, but not necessarily to deploy it in whatever way they feel is necessary to receive their service of choice.

Dish restrictions

Piggy seems to have a somehow similar problem.One owns a property but not the wall(which is shared) to which the dish/antenna needs to be fixed

In Berlin,where more people live in rented apartments,they use tripods on the balcony or in the room on which the dish is mounted.The apartment owners there have the right to forbid the fixing of things to the outside wall,but they don't have the right to restrict the tenants about what they are keeping on the balcony.
