We lived in an apartment near Dublin for many years and really enjoyed it, but the two things that would stop me dead in my tracks from doing it again are -
1. The MUD Act does not give OMCs enough power to force fees to be paid, meaning others either cover the costs or maintenance suffers
2. Nobody has any power to deal with anti-social behaviour. Put enough people in a building and someone will think 4am dance music, TV blaring out windows, dog fouling of gardens or rubbish bags in hallways are grand ways to behave.
Neither seem insurmountable which is the unfortunate thing.

I have friends in an an apartment block in Germany. There are rules upon rules for the residents which seems way over-the-top for newcomers at first, but everyone respects the rules, and this is what facilitates living close together. Unfortunately this is not in our culture.
