HSE Recruitment Embargo to end?

I've heard a few rumours that the embargo on recruitment is to end soon? Anyone heard anything definite and does it apply to the HSE alone or the whole public sector?
 
Any of your sources reliable in your opinion? I heard something late last year from a fairly senior HR person who heard it from someone else in corporate HR. Didn't believe though. Now the HSE has been allowed to recruit certain grades and in certain circumstances anyway so it might just be a bit of spin.
 
very unreliable sources, just rumours in the work place, but it has to end some time soon, surely?
 
It's to stay in place until the end of this year. I can't see it being lifted myself, especially now with the industrial action just kicking off, non cooperation with redeployment and configuration etc.. In my opinion Corporate HR in the form of the National Employment Monitoring Unit-NEMU, taking control was one of the better changes that happened as a result of the HSE. Back in the good old days everyone seemed to have hiring powers and I think the HSE was a car crash.
 
going to cause a crisis in Portlaoise. A large number of midwives due to start maternity leave and their breastfeeding specialist was redeployed due to swine flu
 
Just heard this again today from someone who I'd call a reliable source.

Looks like everywhere will be given a ceiling and have to stay within that ceiling. Now in theory that's what was in place before but what's different this time is if you are over your ceiling, you are in a red zone.

You will so many months to get out of this zone and back to the green zone (the zone you should be in). If you don't you lose €100,000 from your budget.

There are plans to do something similar with waiting times for OPD/inpatients etc.
