We are all pointing the finger at each other. The minute the word "cyclist" is used in any post here, the more the drivers are in line with accusations and vice versa. It appears nothing will change this.
The counter to the misuse of lights by cyclists & pedestrians is the drivers who ignore the law at pedestrian lights, which, paraphrased read like:
Red = Stop
Amber = Stop unless it is unsafe to do so
Green = Stop in case someone's coming through on red
I am not sure that there should be a test at all.
It would be far better to put all those testers sitting near traffic lights and bus lanes, and just failing people who repeatedly break the law.
Most of us can learn enough to be good drivers. But then we choose to drive dangerously.

Would you not think that if somebody had 4 points on their license the threat of having to resit the test if they got caught again might mean they wouldn't break the rules again

As with a lot of other societal ills (public intoxication, drug dealing, violence, etc) enforcement AND appropriate punishment are the answers.Enforcement of the rules of the road is the solution.
Or drunk driving, or driving at speed while drunk. Jasus, sure it doesn't even cover driving while eating a sang-wich or drinking a coffee or even while roaring at the kids to SHUT THE HELL UP or I'll F-ING KILL YE!!!. Those are the times I feel my driving is most compromised.It doesn't cover nighttime driving (when most accidents seem to happen) or motorway driving.
....Plus a bit more enforcement on those that don't have a license or insurance. e.g. if you drive without either then your car is seized.
