Cost of heating, working from home, who should pay

One of my adult children is in a house share, 4 in a 4 bed flat. UK. Different nationalities. Irish + Oz +/- . Central Heating is gas.

- 1 works from home full time.
- 1 never works from home.
- 1 can work from home, does so once or twice a week
- 1 occasionally might work from home of an afternoon

It's become cold, and 'someone' is putting on the heat at 11 am. What is the fairest way to approach this. All are conscious of the cost of living crisis, one is very tight and won't spend a penny, one avoids confrontation. ..... your usual mixed bag, they are youngish, but no longer students .........

Any tips or links appreciated.

Instead of putting the heating at 11 am, can a timer be used?
I don't think it can really be resolved that easily apart if they start to monitor personal usage of everything. One might benefit from the heating more, one might take longer shower, more often. The other one use whatever appliance (oven, washing machine...) more regularly.
Some would argue that the one who come home in the evening would benefit from the temperature remaining constant in the house and so the heating doesn't need to be put as much in the evening.

I've suggested the normal timer solution of morning and evening, with an evening boost if needed, and then a discussion about it going on during the day.

Taking the reading from a smart meter it could be worked out, if it's not adding too much might be best to leave it?
I've been aiming not to turn on my own heating until it's the 1st November !! Adult child, a different one, came home from abroad yesterday, turned on the heat at 12 noon, hopped into bed and the place was like a sauna when I arrived in at 5 pm. With all internal doors open etc. Raging I is. I'd been using hot water bottles ..........

Last month I increased my monthly amount because I knew gas/oil had gone up and I don't want a mega bill next summer on the annual meter date.

Was told by said child it had cost 3 Euro, I was thinking of charging them 50 !

Um I WFH 4 days a week, there is my husband in the house and then our spare room is rented out, they are both out of the house for work.
I just have an electric fan heater in my room on a thermostat.

Now if we are into minus temps the heating has to go for an hour or two here and there as the temp would be down to about 14/15 degrees in the house.
