Make sure that the air vents in the walls are sealed with piping from exterior to interior wall. I had a similar problem and it turned out that the wind was blowing in the air vent and circulating around the walls and blowing out at the bottom of the walls as the vents had not been sealed. ie...

it is for a panel rad with bleed at back. I had to turn off two rads cause the bleed valve is dodgy and leaking... reckon someone tightened it too much! If you had some to spare, it would really be appreciated.
