I am a PIP a few weeks ago we net with one of the biggest mortgage brokers in the country to discuss this topic. At that time there was the BPFI announcement but it was clear the Banks had no policies fleshed out.
This is simply window dressing and spin. Unless you were unlucky to be tagged onto a portfolio sale for no reason other than to boost the overall profile of the portfolio sale (therefore not ever being in an ARA, Arrears etc..) there is simply no realistic chance of switching
BOI do have the attached but its unclear how many could access it.
People are realistically looking at 4-5 years after exiting a PIA to have a chance.
