Health Insurance Young married couple - options?

Hi,
Sister & BIL are looking at taking out health insurance for the first time. They are in their mid 30’s and expecting their first baby. Could you suggest a good value plan please? (their upper budget would be 1000 each)

The following plans are worth considering, all public and private hospitals covered. All plans have a capped excess for admissions to private hospitals,
which means there is a max excess amount per year, regardless of how many.

1, VHI One Plan 500; price 780pa; all public and private hospitals covered; private excess capped at 500 x 2 max per year for all admissions.
Day case excess 125 per procedure. There is no excess to pay in any public hospital. Limited day to day cover.

2. VHI One Plan 250; price 926pa; all public and private hospitals covered; private excess capped at 250 x 2 max per year for all admissions.
Day case excess 125 per procedure. There is no excess to pay in any public hospital. Limited day to day cover.

3. Laya Signify plan; price 938pa; all public and private hospitals covered; private excess capped at 250 x 2 max per year for all admissions.
Day case excess 125 per procedure. There is no excess to pay in any public hospital. Limited day to day cover.

4. Irish Life Benefit plan; price 965pa; all public, private and Beacon hospital covered; private excess capped at 200 x 2 max per year for all
admissions. Day case excess 125 per procedure. There is no excess to pay in any public hospital. Limited day to day cover.

If they take out the policy before the new baby is born, the baby can be added to the policy free of charge until the next renewal date.
The baby must be added to the policy within 13 weeks of the birth.
