Working time directive and agency work

Hi! Just wondering if you work somewhere full-time, and you work for an agency on your holidays, can your employer legally say that you cannot work in any other job. For instance, I might work agency 6 days per year - maybe the first two days of any holiday, but employer seems to be saying I can't work in any other job - is this correct? I don't want to give up this agency work, as it's always handy just before holidays - paid the same week, and covers extra spending on holidays.
 
It's an interesting one but your employer may be concerned about breaching the working time directive (the law that restricts the hours can work) and the minimum holidays you can take.
