Working full time and caring for someone

Hi all. Are there any carers payments available to someone who will be working full time but also caring for someone. The person being cared for has only ever been on disability allowance due to issues at birth. They were being cared for by their mother, who sadly died a few days ago. She was receiving half rate carers allowance and non contributory pension. His brother will now take over the role, but will also work full time as the cared for person would be ok on their own for part of the day.
 
Carer’s allowance could apply but subject to eligibility criteria (level of care needed) and it is means tested for his brother. Disregards for job income apply below certain limits. He should also automatically qualify for carer’s support grant in June (tax free).
Know too that carer’s benefit is an option. It isn’t means tested but is paid if he needs to take time off work to provide care. His rights at work are protected and he can avail of a maximum 104 weeks (taken in shorter periods if desired) in total. There are some PRSI eligibility requirements which he probably satisfies. This too qualifies for carer’s support grant in June. He can work part time up to €1000 (increasing from July) while receiving this weekly payment.
Note both these payments are subject to income tax but not USC and PRSI. Also, from last Jan Revenue is notified so deductions are automatic.
Also, these payments require that the relevant person (person being cared for) must require full time care - min 35 hrs/wk - and criteria to qualify are rigorous so gather substantial medical evidence to support your application. Don’t be deterred by initial rejection- appeal with further detail. It’s unfortunate but many applications appear to be summarily rejected but with greater success on appeal.

One of the qualifying criteria for Carer's allowance is that the carer cannot work more than 18.5 hours per week.

 
Thanks Raisinette, and thank you gipimann. I had seen about the 18.5 hours max working time, so I'm afraid this will rule him out.
 
In case it's relevant and helps at all, qualifying medical expenses paid by the working brother on behalf of his disabled brother would qualify for tax relief.
 
If you take time off work, or pack in your job to care for someone, so you’d cover the 35 hours , but they also have HSE hours would they lose the 21 or whatever HSE hours?

Mum needs 24/7 minding pretty much, we take it in turns and juggle everything. She has HSE hours, currently 21 which is the max. The hse folks do the personal care and we do cooking, cleaning, helping her walk, shopping and driving her to appointments. Basically everything, she’s pretty immobile and there is a constant fear of her falling. Sister might retire early and step in to take the bulk of it. She is too young for state pension and has no workplace pension. She’ll need the PRSi credits as well as bit of an income although her husband is a high earner so anything means tested would fail.

Just thinking out loud has his brother got a partner or close family member working less than 18.5 hrs who could take over the caring or share the caring,
you appear to be saying and I might have taken you up wrong 100% care is not needed,
In other words can someone close to him/her provide the same amount of care as his late mother who is not working at present more than 18.5 hrs take over,
