wooden layer for old stairs - where to get?

I have a dilemma with my stairs as I have cats... I tried to restore the old stairs, but the wood underneath is not in great shape, so I don't think this is an option. Someone recommended I could get a wooden layer put over the existing stairs? Does anyone know where I would get something like that and how much it would cost (have the bog standard council house stairs - 13 stairs, railing on left, wall on right). Was briefly thinking about getting new stairs and had a little look, but looks like that doesn't come cheap either!
 
The wooden stairs look lovely. Does anyone know how much such a job costs and how well it lasts? I think I would much prefer it to a carpet.
 
That seems quite expensive to me, I think I might give that restoration another go...
