Withholding Tax explanation

Can someone give a palatable explanation of withholding tax and how it relates to a limited company beng paid for a professional service to a government body? Say for example a public tender mentioning withholding tax being deducted?

The payer will provide a PSWT certificate "Form F45". The company may use this to discharge other tax liabilities or, if none, to reclaim the PSWT on it's CT1 return when filing it's accounts.
