Withdrawing local currency abroad

I am off to Croatia,Poland, Norway and Latvia soon. Does anyone know what is the most economical way to obtain small amounts of local currency?

I only need 30 or 40 euro worth of local currency in each place as my perfectcard will do the rest.

I spoke to ulster bank who said i could use their ATM card anywhere although this was a min of €3 fee per transaction plus a 1.5% exchange rate fee...that didnt seem cheap considering the small amounts

I spoke to AIB who would order currency for me to take but it seemed like €50 minimum and their rates were fierce bad!

anyone any ideas?
 
In Eastern Europe it is often economical to just change a €50 note as a lot of the Change places have % rather than a fixed charge as commission. ATM cards generally have a minimum charge which means you need to withdraw €150 upwards. Hotels etc often change money, but you have to get from the airport!
