Will TDs who don't pay not get a tax clearance certificate?

When must a TD produce a tax clearance certificate? Is it after he/she gets elected, or before getting his/her name on the ballot paper?

It seems that a number of sitting TDs will not be tax compliant should they be re-elected, due to non payment of the household charge / local property tax.
Does that mean that there will be a spate of by-elections?
