Why is property provided for HSE or LA Rental Accommodation Scheme exempt from NPPR?

Why is accommodation provided for on behalf of the Health Service Executive and properties in the Rental Accommodation Scheme exempt from the NPPR €200 property tax?

What is the rationale behind this, on the surface of it, bizzare exemption?
 
Maybe a lot of our government who have property to rent are in the schemes.I cannot make anymore sense of it.

Does this include properties that are rented via Rent Allowance?

Are such lettings also exempt from PRTB registration?
 
I would guess to make it an incentive to rent to people on rent allowance. Most landlords I know run a mile from rent allowance receipients.

Maybe not a PC thing to say but that doen't make it untrue

This does not include properties that are rented via Rent Allowance, only under the RAS scheme. I do not think that there are any exemptions from the PRTB registrations.
