Who are the Members of a Management Company?

An apartment block of 40 units was built in 2001 (before the Multi Unit Development Act 2011). A management company was formed and the memorandum and articles of association stated that there were 7 members.

Does that mean that the apartment owners other than those seven people listed on the memorandum and articles of association are not members of the management company?

No, each owner of an apartment owns a percentage share and is a member automatically of the OMC, there is no difference to multi unit dwellings built before the 2011 Act you mention and afterwards, the Act covers all multi unit dwellings.

The management company is generally formed before the apartments go on sale to the public, so you would have a small number of members listed in the articles of association.
