Which more economical - heating on or use a electric fan heater

With the weather getting colder - which is more economical and more efficient and costs less to use while at home during the day time

• Have the heating on (OFCH), the stat on lower setting 16-17 degrees and the rad trvs only turned on in rooms you are using

or

• plug in a electric fan heater and use it in the rooms you are using/occupying?
