It's an offence to hold your phone while driving (including while stationary). If you have your phone on a dashboard mount, and so don't need to hold it, you can tap the screen and read a message (unless you're doing that in circumstances where it would amount to one of the general traffic offences, like careless driving).
But, even if you do hold your phone, there's a defence if you're "acting in response to a genuine emergency". I think if you were holding it to read an emergency alert that you'd just received you'd be covered by that.

Emergency alerts will override volume settings on the phone, but both Android and iOS have settings that allow you to fully block emergency alerts.
Most doing so due to the recent UK bbq warning are likely over-reacting though. 999 call centres were being overwhelmed with non-emergency calls reporting fire risks to the point there was real risk to life due to both difficulty answering genuine emergency calls and the sheer number of ongoing fires meaning military crews were already in action as the fire service were over-stretched.

Talking on a hands-free phone while driving is just as dangerous as using a handset.
Phones shouldn't be used while driving. Receiving an emergency warning is also dangerous and that should be taken into account before it is issued. Therefore if you get one it is reasonable to assume that the danger it is warning you about is greater than the danger associated with reading it while driving.

My daughter was living in Hamburg about 1 km from this emergency situation. She was out on her bicycle when an SMS message alerted people in the area to get indoors because a shooting attack was taking place. This is how the SMS alert system is meant to operate.
There was a live shooting attack in progress. The authorities were unsure what was happening and immediately notified all people in the area to take cover.
As I stated in my opening post, if the victims of the M9 collision had received an SMS emergency alert they might have been able to take action to avoid the collision.

I am not aware of a spate of traffic collisions as a result of the SMS alert distracting Hamburg drivers.

The lack of any emergency alert system in Ireland has been addressed by a previous victim of a head-on motorway collision on Brendan O'Connor's radio program. This is urgently needed.
