The Exempted Development Regs are quite clear about physical dimensions / uses you can put a garden outbuilding to.
You can use an outbuilding, garden shed etc as a "work room", toolroom , storage etc but can you use it as a "home study" for teenage children or as an occasional "home office" ?
But what exactly is the informed view about what "Human Habitation" means ?
Could it be used as a "hobby space" or "music room" etc, all of course "incidental" to the enjoyment of the dwelling house ?? Would a teenager sulking in their "den" listening to music/surfing the web for 8-12 hrs a day not constitute "habitation" ?
Clearly sleeping/cooking/dining/bathing would move into the sphere of "habitation" so what other legitimate uses are left ?
