what can one put on a new headstone?

Is there any information on what one can have inscribed on a new headstone? Its a new grave but person was maried twice can next of kin of first marriage insist on their name going on headstone or must it be the name of second marriage?? Hope this is clear!

I assume the deceased person was divorced from their first spouse, and can't imagine how a divorced spouse could have rights in such a situation.
 
I would assume that the legal next of kin has ultimate rights in this regard.

Who owns the graveyard ( Church / council) There are likely to be defined policies / rules in this regard ?
