Water heater - trouble!

Hi,

Ive a bit of bother with my water heater. The water heater in our apartment is in the bathroom. Its a large cynlinder mounted on the wall and works by plugging into the mains to heat water.

Ive only been in this apartment a few months. I bought a timing plug to turn the power on so there would be hot water in the mornings and evenings. However, the fuse now blows on the switch board when the heater is plugged in - it worked fine for a few weeks. The plug itself works ok - ive tried a lamp and hair dryer and they work fine. Ive also nocked all power out in the apartment, except for the heater, but it still trips out. So its not overloading the system.

So the problem is with the heater. My question is - does this heater need to be plugged in 24 / 7 and thus heating water all day and night that wont be used and is pricey, or have i blown the heater by having it timed to come on and off a few times a day?

Any ideas welcome!
