water from overflow pipes

I dont think that tap under the sink will turn off the mains, as I tried it before and the water in the toilets kept flowing.

Also re the expansion tank for the heating system...what does that do and should it be covered in scum?

The toilets kept flowing as they are being fed from the tank in the attic. Open a sink tap in the bathroom to enpty the tank.

The expansion tank is there to keep the water level in the heating system topped up. You should cover this tank to keep the scum out.

I dont really want to empty the tank just making sure I had the right tap to turn off. So if I am understanding this correctly if I close the tap under the sink the water should stop flowing from the faulty ball cock upstairs allowing me to change it??

Also re the expansion tank upstairs it is covered with a sheet of styrofoam put there by the builders. Will the scum affect anything?
