My sister is an American resident and lives there for most of the year. In the past year, she has also bought a house here for holidaying, etc.. If she were to import a car from the US for use while in Ireland, would she be liable for VRT?
 
If the car is greater than six months old and she can prove permanent residency in the US for the last year she will not have to pay VRT.

However, she is importing an asset from outside the EU so she may well be liable for VAT at 21% and Customs and Excise duties of approx 10% of value of the car.

If the car is a classic ie 30 years or older then there is no VAT but still the Customs and Excise duties.

Add to this the cost of shipping, handling, transport and insurance while shipping.

Also add the increased cost of insuring a left hand drive car in Ireland - If I remember there is a 20% loading on left hand drive cars because of the decreased visibility
