Vent regulations

Gas Networks have to move my gas meter for safety reasons. There are two potential locations they can put it. My preferred location will mean that the existing vent (in my sitting room with a gas fire) will be blocked. They have suggested putting the meter on the other side of my house but I'm not in favour of that because it will mean running a gas pipe under the footpath which I presume they will have to rip up.

I think it would be a lot easier to drill out a new vent and put the meter where I want to put it. Before I do that I need to know if there are any regulations I need to adhere to? Currently the vent is about 12 inches above the floor. I think it would be better around 6 feet off the ground so it is less likely to be blocked.
