Should vat be charges on used / second-hand items?

Thanks for that lead, however I probably should have been more specific. I am not a dealer in second hand items, but I am selling a 2nd hand machine. I am wondering, should I charge vat on the sale?

Are you in business and VAT registered? If so did you purchase the machine for your business and reclaim VAT on the purchase of the machine?

Yes, I am in a vat registered business, and I did reclaim the VAT on the machine when I bought it.
