VAT on importing silver coins from EU

Hello,
Does anyone know from which countries / dealers one can buy decently priced 1oz silver coins and have them delivered here without getting charged VAT?
Revenue mentions legal tender coins, these are legal tender right?

The commission rate is approx 22% over spot price for silver maple leafs , however when you sell silver maple leafs you can expect a 15% + premium over spot depending on demand.
I have found Goldcore to be the cheapest in Ireland and great to deal with. Unfortunately you do have to set up an account leaving a paper trail. Where as other dealers might accept cash, but will charge more commission.
