VAT on heat pumps reduce from high rate to lower rate

Currently Builders invoice heat pumps at 13.5% like all building services so thats a drop of 4.5%
 
Surprised to hear it was not vat free all along. Even 9% seems high for a Green Govt to be promoting sustainable heating options
