Using rent allowance

I've been receiving rent allowance for a while now trying to find somewhere cheap that's actually habitable ie minus lots of clear damp etc seems impossible also welfar have acknowleged to me that there is indeed a serious shortage of accommodation has anyone got any ideas getting very desperate at this stage..
