Use of the word "Eligible" to register

The RTE news presenters, when talking about the HC and people registering, keep using the sentence "X% of those eligible to register" etc.

Although technically a correct word to use it sounds all wrong to me and drives me mad every time I hear, maybe even more mad then actually paying the HC makes me.

RTE please refer to the HC as liable not eligible!!!!!!!!!!

Yes it sounds all wrong to me as well. Technically I dont think that eligible is the correct term to use.

In my opinion it should be "x% of owners of non exempted households" or perhaps to allow for property owners who have multiples of non exempted households with "x% of of non exempted households have registered".

I assume the HC falls into the first setence "having the right to do.......something"

Still sounds all wrong to me. I always think of the word eligible to be used say in the context of a tax relief for something like medical expenses etc where there is money due back not payable

I didnt hear the use of the word eligible over the weekend on RTE, perhaps they read this forum and corrected themselves.
