University fees in Scotland

An Irish friend has a daughter studying studying in a University in Aberdeen and she has to pay college fees. I was under impression that an Irish person got their fees refunded by the Students Awards Agency for Scotland (SAAS) who paid the fees directly to the University on completion of relevantApplication. This is the case re Glasgow University but on checking the university in Aberdeen it states that EU students must pay. Is the SAAS scheme confined in some way?

SAAS covers all universities in Scotland; you must reapply every year though and there is a deadline.

Tell her to check/apply again - they often don't understand their own regulations.
