Ukranian Accommodation Recognition Payment Scheme- €800pm Ending or being renewed by Govt?

RTE news : Govt to withdraw tourist accommodation housing Ukrainians

It was also agreed to wind down the €600 Accommodation Recognition Payment Scheme in the last four months of this year and to end it next March.

A reduction to €400 could be introduced in September and this will affect around 42,000 people in hosted accommodation.

Interesting from a housing point of view many are well settled in Ireland,
I see working with the EU to resettle I suspect most will want to stay in Ireland and the EU longterm,

Having worked with and got to know a fair few Ukranians who were over here before the war and got to know even more who came over since the war, there are very few of them that want to ever go back to Ukraine. All of them have told me that there is a far better standard of living almost anywhere else in the world than in Ukraine. And there are a lot with children who are practically Irish now and dont even remember Ukraine or the language. There are even young adults who came over here as teenagers, finished school, went to college, got jobs etc who are over 18 now. They will not go back to Ukraine.
I doubt very much that even 10% of them will be returning to live in Ukraine. The only ones who will return might be construction workers who will make a very good wage over there and their families may or may not return with them while they go there to work.

So they will still need housing here and if they dont have the money to pay for it themselves, then social welfare will just have to pay for it as they do with any group who need housing. The only thing that will change is that people who were happy to house Ukranians for that payment will not make their properties available for them anymore unless they are getting full rent from now on.

Ukrainian Beneficiaries of Temporary Protection (BOTPs) are not entitled to social housing in Ireland as they don't currently have permission to reside here after March 2027. (That is likely to be extended once again and the EU is looking at pathways to long term permanent residency - or an orderly return to Ukraine. Either way it'll have to be done in unison as per the original EU agreement.)

Ironically, those Ukrainians who instead applied for asylum on arrival and were granted refugee status are entitled to social housing.

The Government here would have a tricky political problem if it created a situation where Ukrainians would have more rights than Irish citizens (i.e access to modular housing, ARP, and state-funded accommodation as well as other social welfare benefits.)

As far as I'm aware few if any of the Ukraine supports are means-tested.

Somehow I dont see the government getting away with making tens of thousands of Ukranians homeless. They will be getting housing.

They will be getting housing.
Where though? They already are housed but this will be disrupted as hosts/landords stop receiving payments.

There is no adhoc basis under which a typical Landlord could allow them stay unless they were getting the full market rent. A lot are in low paying jobs so could not afford the full rent, even in regional towns.

You have described exactly the problem. They will still need to be housed. Nothing will change unless thewy either want to make thousands of people homeless at the stroke of a pen. I think that nobody will continue to provide accommodation unless it is at full market rent. Even then, most of them will not want to continue if they have to go under the one sided, unfair and complicated RTB rules.
So what I see happening is lots of notices for Ukranians as we get closer to the time, then offers of the full payment restored by the government. Only a fraction of providers continuing under that. THe housing situation becomes worse again.

My tenant has been with me since Jan and he has already asked me can he make the difference up to stay with us. Fine by me.
Question out of curiosity. What will you do if he cant afford the difference though and the govt dont make it up?

He will have to leave I am afraid. The rate for the room is €650 and that's non negotiable.
He is working full time in road construction so I don't think there will be an issue with him paying.

I think you need to be careful. If they are living in a self contained unit, and you accept a top up payment, they could be considered tenants. This is important due to the significant rights tenants are afforded. If they stop paying the top up, it's not clear they can be just asked to leave at they might have been deemed to have a tenancy. It would need to go through the RTB (and could take years with them in residence while you get no payment at all)
