Yes it is. You can set up an account with a UK fund management house in the UK in the same way as you might with an Irish insurance company. In addition, there are fund platforms in the UK, such as Fidelity's, where you can deal on-line once your account is funded.
But these funds, like unit-linked funds in Ireland, are non-listed i.e. they are not listed on stock markets. Listed funds, like exchange traded funds (ETFs), do the same as unit trusts, OEICs etc but are easier and cheaper to deal in, in my view.
