Quick one -

- Living in UK and have no PPSN.
- PTRB threaten to return incomplete registration forms.
- Or are foreign landlords even required to register??

Yes, but it does not address the issue of foreign landlords (with no PPSN).
 
I think that if a landlord does not reside in Ireland then you have to appoint an Irish agent (doesn't have to be estate agent) to manage the property. Maybe you could try that.
 
I think you need to apply to revenue for a PPS number.
Are you aware that if you don't appoint an agent resident in Ireland then your tenants should deduct tax at 20% and return this directly to revenue.

yes - this is correct! Non-resident landlords must appoint an agent in Ireland.

See my previous post. AFAIA the non resident landlord does not have to appoint an agent in Ireland. If the landlord does not appoint an agent the tenant is expected to deduct tax and returns this directly to revenue.
