I think that if a landlord does not reside in Ireland then you have to appoint an Irish agent (doesn't have to be estate agent) to manage the property. Maybe you could try that.
I think you need to apply to revenue for a PPS number.
Are you aware that if you don't appoint an agent resident in Ireland then your tenants should deduct tax at 20% and return this directly to revenue.

See my previous post. AFAIA the non resident landlord does not have to appoint an agent in Ireland. If the landlord does not appoint an agent the tenant is expected to deduct tax and returns this directly to revenue.
