My partner was divorced in the UK back in 2012.
She has a decree absolute.
In trying to arrange our marriage in Ireland, the section in the HSE are making it extremely difficult.
She got the annexe 1 form completed by a UK court,
Now the Irish registry office legal team are asking for another document - form M6.

Has anyone had this situation?

At this point, we are considering giving up, and doing the marriage in Belfast.

My son, UK citizen and passport but never lived in UK, was asked to provide a form from UK confirming he had never been married, when he started to look at marriage options here. UK of course said they couldn't provide that confirmation, so the wedding was arranged north of the border.

What is the problem with completing the form?
Form M6 isn't a form that the OP's partner is being asked to complete now. It's a form that will already have been completed in the UK divorce proceedings back in 2012. The OP is being asked to obtain a copy of that form from the UK courts service and give it to the registrar in Ireland, so that the registrar can be satisfied that the UK divorce is recognised in Ireland.

A UK divorce granted in 2012 is recognised in Ireland if at least one of the spouses in the divorce was a citizen of, or habitually resident in, the UK at the time the divorce was granted. Failing that, it will be recognised if at least one of the spouses was domiciled in the UK.

The OP doesn't say why the registrar is looking for form M6, but I think it's one of the documents that can be relied up on to establish that the citizenship/habitual residence/domicile test was satisfied at the date the UK divorce was granted. The implication is that whatever documents the OP has already submitted don't establish this to the satisfaction of the registrar.
