Timber framed house insulation- 20 years old

We have a 20 year old house rented out and tenants are complaining re. cold in winter---

We would like to get attic reinsulated and new condenser type boiler

What else can we do- with timber frame- single block construction semi?
 
Maybe insulation has slipped down within wall and there are areas with no insulation in place.

Any COLD walls?

Just a thought
