What can a long-standing tenant do if landlord ignores request for payment for internal structual work paid for by tenant (receipted invoices sent to him as agreed). He does not live locally and does not have an agent. Premises is rented unfurnished.
 
Surely the easiest thing to do would be to advise him in writing and give them a chance to inspect. Then simply deduct the cost of repairs from the rent and tell them in writing before doing it.

try contacting threshold for advice. Also a dispute could be referred to the private residential tenancies board.

but I agree with mercman, write to landlord, give him two weeks to respond and then just deduct the rent.

he gets to write off the cost against tax due on rent, so i don't see why landlord wouldn't pay. unless, he dosn't pay tax.

Did he register you with the prtb (you'd have gotten a letter from them). If he didn't, he can't claim various reliefs from tax and will probably prefer to refund you than get into tax and non-registration issues!
