Can a club get a temporary bar license to hold events about 12 times per year. If so how do you go about it and what are the costs involved

You must apply to Courts, so talk to Club solicitor - you will be talking to him/her in any case.

If your club is a Registered Club then you are entitled to sell alochol to members and invited guests. This is what happens with golf clubs, GAA clubs etc that have a bar.
Now I am open to correction but I think for any other premise to sell alcohol on an occasional basis the application must be made by the holder of a licenc eto sell alcohol e.g a publican.
In the country on occasions of point to points etc the local publican can get a licence from the District Court to sell alcohol at a designated location, often a marquee, to cater for people attending the event.

Not to give a short answer but you will need a solicitors advice on this but I think what I have said is going in the right direction
