Taxation on gift from Ireland to resident in EU Country

I'm just wondering how taxation works where the income/benefit is in Ireland, but where the beneficiary is in another European country. The beneficiary is an Irish citizen, but lives and earns and is taxed in the other European country.

I know when it comes to inheritance, the tax is paid in Ireland, and the tax calculated is based on the thresholds as are relevant, and there would be no tax implications for the beneficiary in the country they are resident - all tax is paid in Ireland.

What happens for other types of money transferring from Ireland to another country. For example, small gift exemption - can someone in Spain receive €3k from an Irish person without any tax implication, as they would be if both were resident here?

Can someone in Spain receive €10k from their sibling tax free, as they would be if both were resident here?
