Tax rules for foreigner living in Ireland

Hello can someone who knows the tax law, explain to me when foreigners from EU are living and working in Ireland they are paying normal tax. But what I heard is, when they have other income like property, cryptos, or stocks, which are not located in Ireland, that there has no tax to be paid in Ireland. Is that Correct?
