Tax Credits and U.S.C queries

I never had reason to fully understand the tax system and hence my queries may appear simple to explain. A person starts work with the HSE in July last with gross weekly pay of 744.33 and after pension levy and pension taxable pay is 7o7.88. On the payslip tax and PRSI are ok but USC is 59.54 which seems way out of line? the tax credit is 64 euros which is 1/52 of 33OO and i am wondering when allowance will be given for the total tax credits from the start of the year. Any clarification would be appreciated.
 
is this your first job in the current tax year (Jan-Dec 2015)? If yes, it seems to me that you are being taxed on a `week 1' basis and that you are not getting cumulative benefit of a 6 months of unused tax credits. Am I reading this correct? does your payslip show week 1 or cumulative on it?

this is first job in current year. I was under the mistaken impression that the Salaary/Payroll section would contact revenue re Tac Credits but i now understand i should do this this with details of employers tax reference number. Haave done this and revenue say they will issue cert of tax credits which hopefully will sort things out. On pay slip there is reference to Tax Table E02 ..Tax credit 1 week/1 month 64 and then SANN 09 and SANN 2 10. Thanks
 
I'd always contact Revenue for my employees but not everyone does this and the onus is on the employee to get his tax stuff right. Once your employer has the correct tax cert for you, you should get a refund of tax if its due. It'd be no harm to contact your payroll office too and tell them there is a new tax cert on the way for you (just in case it slips through the loop and they don't see it in time for the next pay run).
