SUSI query on parents' and childrens' income

Just a query if anyone can help.
There are 2 college going in family, 1 works, 1 does not. 1 parent earning.
Does the student who does not earn just include parents income, ie they do not need to include siblings income too? So both siblings would have a different reckonable income then ? Is this right?

Thanks for that both of you. Yes i saw that part in the income part but just want 100% that's what they meant.

Can't see what's ambiguous about this to be honest:

Yes it looks clear there, but in a different part it mentions household income, so I want sure. Another thing they weren't clear on is the holiday income. I also discovered that the holiday income for some months they say can be confirmed by your college that is outside teen time, does not apply if you have been in college for any portion of that month.
