Survey of New Apartment

I am currently bidding on an apartment that is a new build (completed a few months ago) but is been sold by an investor. It has not been occupied. Is It necessary to carry out a Survey of this property considering it is covered by Homebonds 10 year guarantee and it is within its first few months of that.
 
I would definitely have a survey done. Homebound only covers you for structural defects as far as I know, but in any case wouldnt you want to know if there were any defects before you buy it? Also the survey covers things that Homebond does not. Its also worth checking yourself if there are any issues with things like heaters or any kitchen appliances that may be included in the apartment. I think many lenders will expect you to have a survey done as a condition of finance.
