surrounding walls in estates

Does anyone know if there is any regulations or procedures to building a surrounding wall around your house if you are living in an estate. my neighbour has built a wall around theres and now where i used to sit on a sunny evening i came home from work to find it completely in the shade because of this wall>????????

You can build a wall on or around your property, without planning permission,
so long as the height of the wall does not exceed 2meters.

How high was the wall your neighbour built?
