Storage heater / separate circuit ?

Hello.

I have a problem with my stroage heater - mainly its circuit.
There is a storage heater in my flat that never kicks in. I found it quite odd, and had electrician check it.
The heater itself is ok, and works when connected to normal socket - but there is no power in its circuit at all - (even before the switch).
From the smell when we switched it on- one can tell it was never used before. - so it looks like mains was never connected.

My 2 neighbours could not make their ones working either. - so it may be this way in other flats as well.
In flats I used to live in before - stroage heaters were on "separate circuit" and kicked in at night - say 11pm.

Can anyone explain me how those are installed in new buildings ? or maybe put me in the right direction as who I am to speak to ?

Building management or elect. provider say - it has nothing to do with them as the problem is within the property.

Its hard to tell without seeing it, but did the electrician check wether the esb has connected the storage heater at their end for the night rate? Sounds like its something to do with their time clock connections, especially if this is a problem with all the apartments..

Hi.
Thanks for this - I think I am getting the picture now.

There is a single connector in the fusebox - just like one of these:
[broken link removed]

That's the only element in the box not passing any power. (all the consumer units do).
If it is not a coincidence (which is unlikely anyway),
I am presuming it should be triggered externally at night (i.e. by timeclock or meter). From the fact that a little light never goes off I am presuming it is never triggered. (something is not connected or programmed wrongly).
I am thinking correctly ?

Hi peroo,

I have come across some apartments in the Galway area where the storage heating had been disconnected at the fusebox, perhaps by a previous tenant or even the landlord.
Do you own the apt? If you're a tenant it's the landlords responsibility to sort it out.
I've done much work in storage heating, feel free to mail me if you need any more advice.
