Sterling Bank Draft

Tried to get a sterling bank draft today from a bank where I don't have my account. Had sufficient cash, photo id, proof of where I lived but couldn't get one. Was told that there had to be a paper trail and therefore it had to come from my account. Forget about the government controlling the country, its the banks!!!

Has anyone had this experience or is there any way around it?
 
This is standard practice anytime I got a Sterling bank Draft

I would say it is to prevent money laundering
