A property was previously divided into a two offices and the owner paid commercial rates. He then got planning permission for a change of use to convert the building to a town house. If a person was to buy the building with the intention of using it as a house would the buyer pay commercial or residential stamp duty rates? If he pays the 9% commercial rate could some of this be reclaimed when the property is converted to a house? Many thanks.
