Owner occupiers and investors pay the same rates?

Owner occupiers and Investors pay stamp duty at the following rates:

Property Value|Rate
Up to €125,000 |Exempt
Next €875k|7%
And stamp duty on Land & Sites is much more expensive

So someone buying a site for €125k would pay €8,400 for a site, but nothing for a house.
 
First part is correct- anyone other than a FTB now treated the same on residential property.

Non-residential rates above are out of date- the rates are:

Up to €10,000Exempt
€10,001 to €20,000-1%
€20,001 to €30,000-2%
€30,001 to €40,000-3%
€40,001 to €70,000-4%
€70,001 to €80,000-5%
Over €80,000-6%


Unless the purchase of a site is linked to a building agreement it is considered non-residential.
