Stamp duty on rent?

Hi,
Has anyone ever heard of stamp duty being applied to rent?
A friend of mine was about to start renting an apartment where the rent was 1500 per month. They were subsequently told they were liable for about 200 euros in stamp duty.
Can this be correct?

Leases are subject to stamp duty (see [broken link removed]). However:
A lease of a house or apartment for a term not exceeding 35 years or for any indefinite term and where the rent does not exceed €19,050 per annum is exempt from stamp duty.

Thanks for that. It would seem then that the rent of 1500 per month would come under the limit of 19050 per annum. Will challenge this with the rental agency.
