Stage Payments/Engineers Fee

Engineers Fees
Am I right in thinking €900 for 2 stage payments is pricey or is this the norm. Also what work does engineer do at each stage and what proof do I have that its been done.
 
My engineer is 400 per stage payment which is pricey in my eyes for what he does but I knew him and its one of these situations where there was no price given as I assumed he would be ok about it.
He has been checking the build quality all along though against the design and the regulations even checking the hollowcore drawings etc.
 
We are paying our engineer 120 euro per visit plus vat. Basically we are getting him to do about 7 or 8 visits over the course of our project and he is taking care of all the mortgage paper work for us.
 
My engineer is charginh €1250 for two site visits. The total cost will be €3000.

He better be worth it!
